Government Rolled Out Voluntary Drug Screening for Students at IIT and IIM

The Ministry of Education has introduced a voluntary drug screening initiative for incoming students at the Indian Institutes of Technology (IITs) and Indian Institutes of Management (IIMs), beginning with the current admission cycle. Students are being encouraged to submit a voluntary urine test for drugs such as amphetamines, cocaine, marijuana, benzodiazepines and phencyclidine (PCP) along with their admission documents. The Government has clarified that participation is entirely voluntary and that the results will remain confidential.

Screening Meant for Counselling, Not Admission Decisions

According to Government officials and admission guidelines issued by participating institutions, the screening is designed solely for preventive healthcare and counselling. Test results will be anonymised and will not influence admission, academic status, hostel eligibility or any disciplinary proceedings. The framework, prepared with guidance from the National Drug Dependence Treatment Centre (NDDTC) at AIIMS, New Delhi, states that students will not face any adverse consequences for participating in the programme.

Part of National Anti Drug Strategy

The initiative is part of the Narcotics Control Bureau’s (NCB) Vision Document on Narcotics Control 2026–29, which identifies substance abuse among college and university students as an emerging public health concern. Under the phased programme, the government plans to screen nearly 10 lakh students across 170 centrally funded higher educational institutions over the next three years. The first phase covers IITs, IIMs and one Central University.

Broader Campaign Against Substance Abuse

The voluntary screening programme comes as the Centre expands its campaign against drug abuse among young people. The government is preparing a nationwide survey on substance use, while Prime Minister Narendra Modi is scheduled to launch the ‘Nasha Mukt Yuva for Viksit Bharat Sankalp Abhiyan’, aimed at encouraging youth to stay away from narcotics. Officials said the screening programme is intended to identify students who may need support and counselling, rather than serve as a punitive measure.
